President – Aylene Poliarco Mafnas

Aylene graduated in 1989 from the Mapua Institute of Technology (MIT), Philippines, with a Bachelor of Science in Electronics Communications Engineering.  She migrated to Guam in 1990 and worked for 10 years with the Guam Telephone Authority (GTA) with her last position held as the Engineer Supervisor.  The U.S. Department of Agriculture’s Rural Utilities Service (RUS) recruited Aylene from GTA in 1999 for her field experience and her successful leadership of RUS-funded capital improvement projects.  She started with the RUS Telecommunications Program in 2000 and was promoted to the Engineering Branch Chief position in 2005 to present.  Outside of RUS, Aylene is a licensed Real Estate Professional in Northern Virginia with an elite Graduate, REALTORS Institute (GRI) designation.  Aylene also currently serves as an officer for the Philippine American Foundation for Charities (PAFC).  She served as the 2010-2011 President of the Philippine Association of Metropolitan Washington Engineers (PAMWE) and 2011-2012 PAMWE Chairman of the Board.  Most importantly, Aylene has been married to her Guamanian husband, Joseph, for 22 years and together they reside in Centreville, Virginia, with their son Abel, a 2012 Virginia Tech BS Biochemistry Summa Cum Laude graduate & currently a Medical Student in the University of Virginia and their daughter, Jolene, a junior at the College of William & Mary and the 2012 Miss Teenage Philippines in the Metropolitan DC / VA / MD area.
